hey Sara
you could gather a small collection of vintage porcelain knobs and actually screw them into the fence in a pattern you like. just be sure to grab male knobs with the screw coming out from the knob rather than a female knob where there is an opening in the knob for a screw to be placed into. although I suppose if you know your neighbors well enough a female knob would work too ;)
